The Project development includes a complex analysis of challenges, risks and threats, perception of current capacities of the existing armed forces, development of required strategic doctrine documents, defining and implementation of required activities, and the development of instruments and methods of evaluation of conducted reforms.

Perception of challenges, risks and threats should define all external and internal factors which include a comprehensive analysis of geographic, demographic, social and military factors and their interrelation and impact. 
 The assessment of the existing military capacities represents a basis for the preparation of promising, short-term and long-term transformation plans. Realistic and expert analysis is a foundation of a successful sustainable armed forces model building.

The development of strategic doctrine documents is a fundamental value of a democratic society which, relatively permanently, determine and establish a desired and future-oriented distinctive system of values. 

Defining and implementation of required activities includes development of adequate plans from short-term to long-term ones. This segment of the Project represents a key element and as such contains particularities which make it time- and space-consuming. The Project shall be implemented in several phases which shall have sub-phases, with the idea of making the changes in the simplest manner without affecting the country's safety and operative capacities. 

The phase cycles shall be clearly defined and interdependent, which shall involve constant monitoring and assessment of achieved levels of transformation, as a prerequisite for moving on to the next level. The specificity of such an approach is reflected in the fact that the system would be thus made fit for evaluative changes which represent the basis for its building. Such a character shall guarantee self-sustainability, which is an imperative for modern army transformation. The objective of a flexible and open approach is staff training and development of the country's operative potentials in correlation with economic factors. The idea of the reform is to form forces that will be capable of fulfilling tasks independently with the purpose of protecting the stability of democratic achievements and safety of citizens. Such an approach involves the building of one's own staff training capacities and their continuous improvement both in country and abroad.

 It is essential to adjust the current and develop new infrastructure of armed forces so that it should represent also an economically sustainable system. When developing plans for building and renewal special attention shall be paid to relying on one's own resources in creating one’s own infrastructural and economic capacities.

Special control and assessment instruments shall be developed and defined for the Project, based on which the achieved level of transformation shall be evaluated in comparison to the parameters defined in the Project. Measurement parameters shall be defined for each phase or cycle which shall include a certain level of tolerance to prevent the system from being contradictory and restrictive in its own genesis. By achieving adequate parameters, conditions will be created in the defined phase for moving on to the next one. Special advantage of such evaluation system shall be reflected in the ability to timely respond to problems and difficulties and in minimizing potential mistakes.

The Project shall be implemented under strict supervision of the beneficiaries with the involvement of all required capacities of the Ministry of Defense and the General Staff. Implementation shall be carried out by specially formed teams consisting of experts and members of the Ministry of Defense. The role of the experts shall be an advisory one and they shall neither interfere with nor obstruct the system functioning in any way whatsoever.

The modern democratic society is established on periodical changes of government aimed at realization of political ideas. Diversity of political ideas involves a different approach to the most important aspects of social community. A defense system covers a wide range of activities aimed at preservation of democratic traditions and activities that represent a guarantee of individual freedom and social prosperity. Political elite, most often, has very little experience in monitoring and directing the defense system activities. Considering the nature of functioning of a modern state, parliamentary committees provide just partial control of such a system. Professional know-how in the field of defense and security is a privilege of very few experts, who are rarely involved in the political life.

The experience of modern defense systems indicates a kind of a paradox, namely, a state generally prepares itself for the past wars. The defense system is robust and generally inert in its nature. Asymmetry of contemporary challenges, risks and threats forces state authorities to continuously adapt, which results in large budgetary expenses without any guarantee that the achieved level of transformation will be effective when needed.

Contemporary armed forces are characterized by continuous transformation. The fact that even NATO member countries were forced to establish the Allied Command Transformation speaks of the significance and necessity of implementation of this process. The transformation process is long in its nature and involves spending part of the budget funds, therefore it has to be precisely defined and implemented with care. One of the greatest dangers in the process of implementation is the reduction of the capacity and abilities of the defense system. The offered project provides continuous system efficiency throughout the process.

Indispensability of independent expertise;

An independent expertise eliminates a subjectivist approach to problems. It is obvious that the perception of those engaged in the defense system and the political elite generally differ. The harmonization of wishes and needs represents an outstanding quality that can be obtained only from an independent expertise. The transformation processes will be carried out in several stages and only after its verification by the Client.

Financial structure of project implementation;

The financial framework of the transformation implies spending part of the budget funds, as well as establishing special funds for specific areas and activities. The transformation time schedule shall be coordinated with the economic potentials of a country and will not require additional indebtedness. The transformation project will include conversion of military facilities, as well as program of providing for any potential military surplus staff.
